And because the main motivation is to save money, some of the local programs may leave to be desired. I believe that a unified N.J. Board of Education will have the resources and authority to create the best plan for the children, whether the schools are public or private.
One approach could be to have regional schools, numerous enough to make it them convenient in terms of transportation and still limited in number so that they can offer all the attention that special ed. children need.
But with the present multitude of districts, planning and optimization are impossible.
